  Yes, PSE12 can deal with the .psa file. I just tried to find the catalogue by accessing the "convert catalog" function: just like you, the file did not appear. But when I checked the box "show already converted catalogs", he showed the right file, which was not converted yet... and it converted ok.

  Old computer died.  Was able to pull the entire file structure more mycatalog.psa of the hard drive.

  There is hope... but the file (folder tree) structure must be exactly the same, which is not obvious from the default location of 'My images' and 'Photos' changed with the versions of Windows. If after the conversion, you face all the files 'disconnected', you must re-create the same exact folder structure or try to reconnect.
