Banner saying updated to 8.1 Windows

Around Christmas last year I started to carry a blue banner saying my screen:

"Updated WINDOW 8.1, you must connect to your PC before proceeding - Windows 8.1 is the latest version of windows with improvements in security, personalization, search, apps and browsing."  It's free and almost ready for you, but your PC needs to restart to complete the installation.  Your PC will reboot several times as install us windows 8.1, then you won't be able to use it for about 30 to 45 minutes.  If you are in the middle of something, see the update and save your work. -Update and restart:

I really didn't want to date, but the only way to get rid of this banner has been turning my laptop via the power button. After several times of this banner that appears, I gave and updated to 8.1. For the first month or so it was really good but then he suddenly left glitching - my screen freezes whenever I turned on the laptop and only my cursor would work and it would take me several times if it is working correctly and I ended up leaving it always on. After a month and a half ago, I finally decided to do a reboot of the system. This turned my laptop just Windows 8 - it's been 3 weeks since then and now I suddenly get this blue banner again appear every hour - and I absolutely don't want to not go through this again.
Sorry for my rambling, but in any case I went through countless sites of support saying do such and such, one being the "regedit" and change the value of the ' UpgradeAvailable to 0. I tried the 'gpedit.msc' although my laptop comes up with an error message saying that there is no such thing on my laptop. I have removed KB2871389 and KB2973544 and changed my settings of Windows Update to "check for updates but let me choose whether to install them. I was told to make these actions would stop the banner to appear. But the blue banner with that message still appears.

My laptop is a Toshiba Satellite Windows 8 C85OD. If anyone can help me, I'll be very grateful.

Microsoft is pushing to 8.1 for all users, unfortunately whether we like it or not.  You're probably better off fixing point problems 8.1 when you upgrade.  There is some evidence that Microsoft saves 10 available for free that MS can force this upgrade as well.

    As suggested, I've resorted to uninstall/reinstall Photoshop CC (2014) to solve the problem. It seems a bit of a sledge hammer approach, but it did not take too long.

    As for the original cause of the problem, it may be associated with the fact that I also have Photoshop elements 11 is installed. I was able to recreate a similar problem when you try to update bridge CC. During installation, the update has complained that "ElementsAutoAnalyzer" was in running and (once this had been arrested) the update was not recovered successfully. I think it's the same thing during the update of Photoshop CC. Strange that I've never had this problem before, though - it's just the latest update which caused the problem.

    Well, it's not really illegal to install windows on windows.

    in other words, let's say your computer preinstalled with windows sp2 came.

    then you went to the store and bought windows sp3 and sp2 installed.

NOW realize it was a mistake, I'm not of the Update Rollup 2 for Windows XP Media Center Edition 2005 on your computer. And I'm confused regarding why, for the first time, that I can't find a single KB article on this problem.

    And even if I did not restore the system off, there is no restore point on my machine.

    So I'm always searching in google and microsoft.com but a little lost right now.

    Thanks for posting on the Microsoft answers Forum.  I would like to know if you read this article for the hotfix rollup: http://support.microsoft.com/kb/900325.  In particular the section more information, which has this:

    If the 886904 update is installed, you must uninstall the 886904 update before you install the Update Rollup 2 for Microsoft Windows XP Media Center Edition 2005. Otherwise, the installation of .NET Framework 1.1 SP1 will fail.

    To determine whether the 886904 update is installed, follow these steps:

    1. Click Start, click run, type appwiz.cpl, and then click OK.
    2. Click to select the Show updates check box.
    3. In the currently installed programs list, look for the following element:
      Fix for Microsoft .NET Framework 1.1 (KB886904)

    Currently Windows Vista Home Premium SP1 x 86 (no patches since 2008). Currently, it has no AV and has not been connected to the internet yet. It will be behind a router.

    I had to redo the factory already reset after be connected to the net for 20 minutes and then a bunch of programs kept crashing saying Data Execution Prevention had to close the program StackHash and BEX error when executing update for HP drivers.

    Maybe I installed Kaspersky first next time?

    RAM: Corsair DDR3 8 GB Vengeance LP
    SOFTWARE:
    Windows Vista Edition Home Premium.  Because the material is new, it is a new installation.  Service Packs 1 and 2 have been installed.  All updates have been installed except one...
    Also, I have i-tunes, Google Chrome, ZSNES, and Open Office installed, but guess it's superfluous.
    THE PROBLEM (and what I tried to fix it):
    I ran the standard update/restart process for a while until what I encountered a major problem.  Suddenly, I would get the logo of Microsoft with the loading bar, as usual, but just like the sound of Windows startup that's happened, my monitor light would go to the orange and all screens are dead.  I tried for an hour to see if it loaded, but he would not.  Sometimes, I could go as far as running in Mode safe, how she would continue confuguring update, ask a reboot and lead me to the same difficulty.  Rebooting did not help.  Curiously, it seems that it starts on a technical level, but cannot go beyond the Microsoft logo or reached even a login screen.

    It's my, Microsoft, recommendations on the Windows updates.

    Microsoft gives sometimes you updates for the 3rd party hardware: graphics, network cards, etc.

    You should only get the latest drivers for them to real hardware manufacturer's website, as Microsoft normally does nor those have the most recent drivers available as Microsoft relies of the 3rd party hardware Manufactuer to provide.

    But unfortunately, the only way to know which is the update of the problem is to install them one by one, until you find the 'wrong' for your installation.

    You can do a system restore to get back before being installed (which is NOT the best way to remove an update) or follow this method:

    I guess what you're saying, is that you have Windows Vista 32 - bit and a video chipset from nVidia GeForce 8200 M.  I guess you went to nVidia and their utility to scan to see if you have the latest driver graphics driver?

    Background:

    I took the laptop to it to the HP service center. Because I need to use the hard drive (formatted with TPG), I asked to removed the hard drive and HP engineer did. After repair, the laptop says something like «no device startup...» ». It is found that the BIOS has been DOWNGRADED to e.17 (initially F.34), which did not support GPT.

    Therefore, I need to update the BIOS and any method that requires the local hard disk is not usable.

    The hard drive quick test could run in the BIOS. This means that the hardware is OK. But the laptop doesn't know how to boot from the disc.

    I want to solve this problem by myself, because visiting HP Service Center is an EXTERMELY UNPLEASANT experience.

    Finally, updated the bios in windows pe.
