  It seems that your battery needs to be calibrated. If the battery becomes out of calibration it could always show you a level of different percentages even if it is fully charged.   Looks like you did a few good troubleshooting at this point.  One thing which is ofter overlooked in these questions is the motherboard.  Here is an article by HP, battery not power Notebook or hold a Charge.

  Please take a look.  There are suggestions for troubleshooting for the power supply, motherboard and battery, as well as links to other useful information. I'm sorry this isn't a simple solution, but you could just find very useful information in the article.

  What is happening because of my server (IIS) using dynamic caching. Other people have had the problem with Apache as well.

  Strangely, it only breaks Flex SWF, not Flash SWF.

  In any case, in short, if this happens to anyone, remove SWF in the list of extensions that your dynamic server should cache.
