Bought a PC with hardware that did not work together.

and he says that the graphics need a minimum of 400w power.

So the problem is that the computer I bought has a 300w-max power...

How hp can sell a computer that is not yet configured to run with me?

How should I go with this?

Funkzie, welcome to the forum.

HP has a lot of their components, including video cards, made to their specs to work with other OEM components.  A retail video card may not work with 300W power supply unit (PSU), but your computer is designed to work perfectly.
