Virtual Storage Manager - can't change instant planning time interval with vSphere Web Client

I try to activate Virtual Storage Manager schedules-model for a data store using vSphere Web Client. Everything works fine, but I can't change the time interval of planning of the snapshot. He remains at 12:00 midnight to 12:00 midnight. I can't change it manually or by dragging the bar.
I tried with IE9, IE11, newer Chrome browsers. And with Flash versions 15 and 13-. Same mistake.
I've added the URL of Sites you trust with weaker security settings - no help.
Y at - it a bug or something else I can try?
I just talked to Dell support on my problem and this is apparently a known issue with local Europe\UK. The similarity of our problems might be useful - workaround for me was to settle the Locale\Regional from my PC, where I'm doing it in the United States. Not the time zone or other settings, to control panel, then "Region and language", then on the first tab, 'Format' box should be set to "English (United States). Close browsers, start again and it worked for me.
Might be worth a try if you're not already in US format. (mine was in the United Kingdom).

How can I change my plan when I did the billing period?
My current plan expired recently, but I would like to change my plan without having been charged to cancel my current plan or pay for another year of use, however I have not had the option change, only to cancel. I don't want to lose my presets or files do not have to cancel, but it doesn't seem to be an option to do so. We know the best way to deal with the issue? I realize that it's my fault for allowing my plan expire.

Yes, you can change the complete plan of photography CC to CC without penalty. You must contact support to cancel your current plan & then you can register for the new regime.

How can I change my plan of creative cloud?
I tried several times through support the customer to change my plan because I currently have all programs and images of Stock plan monthly, which equates to around £69. I tried the Stock images as a trial, this offer was sent by e-mail in the middle of last year for a free month of the trial, now not where he mentioned that I had to cancel stock adobe at any time, and yet I continually get charged for it.
I tried to speak several times in December, once through chat online, which does not really lead anywhere outside of a 2 month break in my billing the customer. Three or four times, I tried to call customer support through to actually try to remedy the situation, and yet I find myself stuck on endless waiting and disconnect loops.
I don't mind paying for all programs that I generally used for several of them, but I have absolutely zero exploit the images of Stock, and yet despite me trying to convey what seemed like a robot at the time (online chat), I am always continually charged for a service that does not sign up for in the first place.
If someone would be able to get in touch with me, I would be grateful.

Recently, I bought Adobe Creative Cloud, the Adobe-Counsellor I had on the phone advised me to purchase the Plan Student even if I doubted whether my current training has the validity of the plan student since I did not have a student for this training card. I tried several times to contact Adobe to change my student (50% reduction) of the Plan in the Plan for CS-current users (40% discount). Please help me because that despite a lot of waiting time to several phone numbers of Adobe, you have failed to help me so far.
