  Well, I just thought about it. I started in safe mode and uninstalled Norton and safety package provided with Norton from Comcast. It was the solution.   1. right click on the desktop and choose "Customize".
  2. Select screen saver icon in the lower right of the box to 'change the visuals and sounds on your computer.
  3. Select '3D text' on the drop down and select "settings".

  I found a download link of the Pack of language and installed by running the lpkinstall command. Now it's working. Was probably easier than having to reinstall everything using the English license :-)
