  I think most of the technicians know how to use a recovery partition, but the real problem for the recovery of Windows 8, it is each brand (oem) will need an installation disc for their particular model. We can install a Dell windows 7 cd on any PC OEM and after doing the updates, it will itself attest.   If you are using a CD to upgrade of Windows 8, then there not all reinstall the files included for a full Windows.
