  Looks like you have the recovery disk or you perform a repair installation. If you re-install Windows with a disk that contains a sp that is older than the currently installed sp error you receive is the same as you describe. If the disc you have is not a recovery disk, you can use a process called "slipstreaming" to add sp3 to disk. Moreover, if the Windows disk does not have a recovery disk, you should get the option to delete all existing partitions. This option is presented once the installation looking for older versions of Windows that are currently installed. Then you should see a screen like this. The image below shows only a single partition. There may be more. In any case, you simply read the instructions on the screen to remove existing partitions. This translates into a "clean install".
