Can not see the plan network and Control Panel

Windows 7 64 bit, I can't show my control panel.  The window does not load.  First of all, I had trouble with page load network and Internet.  Now it crashes when I try to open it.  My most recent change was the installation of a new firewall.  I just wanted to see if I should add anything whatsoever to the title of the secure networks.

I can now display the network map.  After the installation of the station, I stopped and restarted.  The system should have distinguished between that and a reboot.  Thank you.
