Can you put time on Windows 7 using any version of Windows parental?

Windows 7 does not support the allocation of time, only the curfew time. So I just installed Windows Essentials 2012 because it includes Family Safety that was to allow me to set the allocation of time, but apparently this feature does not work on Windows 7.

So my question is, none of the previous versions of parental Windows does support allocation of time on a computer running Windows 7?

It is not easy to find the forum of Family Safety. Your question has been moved 

Do not confuse "Time" with "time Allocation".

In Windows 7, time simply allow you to specify the time of day where a user can use this computer.

Allocation of time is the feature that allows you to specify how many hours they can use it.

I can't find the page, but I remember reading on one of the parental control Web pages that worked only some features of Windows 8 and one of these features is Time Allowance.
