Cannot send, Outlook Express, but can receive

I can't send, but can receive e-mails with any problem.  My ISP & I spent an hour working with COMCAST on 3 POP and SMTP scenarios and they said that I had was AOK. They said I had to contact Ms.
Has anyone had and solved this problem?

I get the followiing message "an unknown error has occurred. Protocol: SMTP, Port 0, dry SSL 0x00c12E

Comcast 'Tech' suggest to use Port 0? It'll never work like that.
 
Change the SMTP port to 587 and ensure that: my server requires authentication is enabled.

    My money is on a server problem that will clear up on its own, but you can try a few things to eliminate that he's on your side.

    2: Create a new sent items and Outbox.

    Spend most of your messages out of the Inbox and then create new folders to send and sent items box after having moved the messages you want to save to a local folder that you create.

    Tools | Options | Maintenance | Store folder will reveal the location of your Outlook Express files. Note the location and navigate on it in Explorer Windows or, copy and paste in start | Run.

    In Windows XP, Win2K & Win2K3 the OE user files (DBX and WAB) are by default marked as hidden. To view these files in Windows Explorer, you must enable Show hidden files and folders under start | Control Panel | Folder Options icon | Opinion, or in Windows Explorer. Tools | Folder options | View.

    With OE closed, find the DBX files for the items in the Outbox and sent and delete them.  New ones will be created automatically when you open OE.

    After you're done, followed by compacting your folders manually while working * off * and do it often.

    Click Outlook Express at the top of the the folder tree so no folders are open. Then: File | Work offline (or double-click on work online in the status bar). File | Folder | Compact all folders. Don't touch anything until the compacting is completed.

    General precautions for Outlook Express:

    Do not archive mail in the receipt or sent items box. Create your own user-defined folders and move messages you want to put in them. Empty the deleted items folder daily. Although the dbx files have a theoretical capacity of 2 GB, I recommend all a 300 MB max for less risk of corruption.

    Pretty much confirms that it is outside interference. You have McAfee on both machines? Close all programs and temporarily disable McAfee on both machines. Send a short test message now.

    Norton and McAfee are two of the worst programs to use with Windows e-mail clients. They cause conflicts and must be removed in favour of a less intrusive program like NOD32, (not free), Avast or Microsoft Security Essentials, (both free). I use MSE on all my machines and it works fine.

    If your ISP is also your email provider, they lie to you or the person to whom you spoke was just ignorant...  The error message is a mistake from their server server-side.  There may be no doubt of that.  It seems to indicate that they do not allow more than 200 messages, but the error is rather ambiguous it is impossible to determine what line the error refers and what period of time the limit extends.

    Moreover, the original forum where you posted was on Outlook, not Outlook Express.  I moved your post to the correct forum.

    The default main identity can become corrupted very easy because there a few registry keys more than user created files that work very well.

    The dbx file system is very fragile and also prone to corruption. By creating new identities, each single dbx file is new. Which have been the cause of the problem could have been determined by their replacement one at a time, bur which would have been a lot more time and a new identity is deeper.

    If you comply with security measures, you are much less likely to have this kind of problem in the future.

    Verify that the affected user has send as current authorization for the service (besadmin) account in AD.

    Steps to follow:

    1. go in users and computers active directory, go to view menu and make sure advanced options is checked on.

    Righ, the account assigned in AD-click and go to properties.

    2. make sure that this account is not member of the admistrators group by clicking on the tab, Member of if they follow this work around first.

    Right-click on the system container in AD, and then click Properties, click Advanced, click to select the allow permissions inheritable be propagated to this object and all children objects check box, click OK, and then click close

    3. Once you are finished with step above, do a right click on the user in AD and go to options and go to the Security tab and then click Advanced in the new window make sure besadmin is listed with shipment under permission.

    -If it is not listed and youassigned "send as" rights besadmin on the domain level, you can just put the box on-"allow permissions inheritable to propagate permissions from the parent to the child." Manually assign other wise send as rights to besadmin.

    Wait exch replicate permisisons for 20 minutes to 2 hours (according to exch how long it takes to replicate permissions) and then try to send e-mail to the device (turn off devices for 2 hrs or do not send e-mail device for 2 hrs)

    Office has not OE and Outlook.  Are you sure you are using OE and not Outlook?

    The default location of the address book (wab file) is C:\Documents and Settings\ [username] \Application Data\Microsoft\Address Book\username.wab

    The location is hidden, so you must go to control panel | Folder options | Discovers and check the box to include the display of the hidden files and folders and uncheck the option to hide the extensions of the file types that you want to know.  Then see if you can browse to the location of the wab file and find him then.
