Follow these steps:

Method 1: Check if the Windows defender service is running on the computer. Follow these steps:

(a) click Start, type services in the start search box, and then click Services in the list programs.

(b) If you are prompted for an administrator password or a confirmation, type your password or click on continue.

(c) double-click on the Windows Defender service and then in the box type of start up, click Automatic. Click OK.

(d) make sure that the service is set to automatic and started.

Method 2: Disable the security software on the computer and try to turn on windows defender and check.

    The problem is that they do not exist on my laptop.  I can not find them.

    First of all, what AV program do you use?  Several intentionally disable Defender during installation to prevent conflicts - what could be normal and not a problem.

    Yes, that's why. Microsoft Security Essentials, AVG, Norton, and
    McAfee all turn them off Defender. It's good, not bad. Not only is at - it
    potential conflict, but there is no reason to have both. they are all
