Cannot start Windows Defender getting error 0x8007042d

I tried to turn on my windows Defender, but when I do I get this.   Error 0x8007042d service is not started because of the failure of log-0n. How can I fix it?

Verify that the following Services are running.

"Windows Update" and "Windows Defender".  To join the Services type services.msc in the start / run box.

Some anti virus programs can disable Windows Defender to avoid any conflict in operation together.  What anti-virus software are you running?

    I am running Windows 8 on a laptop Samsung.  I recently installed and then uninstalled Avast antivirus.  In fact, I was unable to uninstall using the uninstall of WIndows process, so I downloaded Avast uninstaller to remove the program.  When I tried to reboot Windows Defender I got the following error message

    "Error: 577-Windows cannot verify the digital signature for this file."  "A recent hardware or software change might be installed a file that is signed incorrectly or damaged, or maybe it's a malicious software from an unknown source.

    So I searched around this error and found the instructions in the support forum to change the settings in the following registry keys

    Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows Defender\DisableAntiSpyware
    Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows Defender\DisableAntiVirus

    The problem is that they do not exist on my laptop.  I can not find them.

    This process will allow you to do a Vista repair disc. This isn't an installation disc, but will allow you to use the Vista Recovery Console that is available on commercial versions of Vista.

    Download the file from the link below.

    Vista 64-bit

    It is a zipped file.  If you do not have an extraction utility installed, download and install 7-Zip, when installed, right-click on the zipped folder, select extract files and then click Ok.  You should now see another folder containing the ISO file.

    You will need software to burn the ISO to a CD.  If you don't have that guy on the software installed, download and install ImgBurn and use it to burn the ISO to a CD.

    Once you have created the Vista repair disk, follow the guide on the link below to see if it undertakes to repair your installation - you may need to run this several times.
