CC of Photoshop won't open

I have a subscription to PhotoshopCC/Lightroom and Lightroom opens, but used Photoshop open. He has in the past, but not now.

I just bought and installed a plug-in and wanted to use it. I had problems with the PS is not opening even before installing this plug-in.

I tried to open it by the shortcut on the desktop and applications.

After clicking on it, to open, at best, I learned only at the window of the intro to Photoshop. Then I have to sit and watch the spin reel for the next 8 hours.
1) how to FIX this?

(2) can I uninstall photoshop and reinstall without losing any plug-ins?

PS My Mac is old... 2009, EL Capitan 10.11.4 version running all the updates are up-to-date.

by restarting, I mean just to close completely from the computer, and then restart to reset the operating system. This could be due to the incompatibility between Photoshop and El Capitan. Many people have trouble with the upgrade to El Capitan on a lot of recent hardware. Often the only solution was to get off at Yosemite.

Usually uninstalling Photoshop will leave intact plugins folder and when Photoshop is reinstalled plugins do recognize again. You can also make a copy of your plugins folder before you uninstall and then copy it back after you have reinstalled. Ideally, if a new installation of the plugin would be recommended.

You have a scanner? Material generally causes problems with Photoshop. If you have a see if there are new drivers available for use with El Capitan.
