  I found the problem! There was an add-on installed (default theme engine - Interactive Personas 1.6.3.14) that I turned off and now I can change my background as usual!

  In fact I think I found the problem. So basically I have two drivers for my graphics card, one intel and the other is ATI. After you install windows, driver intel has been included in the windows updates and so it has been installed and then I installed stardocks. If the problem is that I installed stardocks before I installed the ATI driver and so whenever I tried to change the theme aero for bat theme, he went to the base. Maybe that was the reason why there was not enough memory in the graphics card, I don't know.
