  My guess is, you work in a CMYK file and choosing an RGB color which is out of the range of CMYK. You must either pass your RGB file (file > Document Color Mode) or live with the dull blue. If your color is "out of Gamut", you will see a warning in the color picker. Click on it and I will try to choose the closest color that is in the range.
