Changing the language from Dutch to British English

Please can someone explain how to change the default language for all programs on Windows 7 from DUTCH to ENGLISH UK, permanently, by default, totally, for ever and ever! Because, even if I managed to change the individual programs for English, he never stays, if I opt for the value by default or not, the moment I change the tabs, everything becomes in Dutch. Upgrade to Windows 10 is NOT an acceptable option.  I've been there. I put aside a perfectly good Toshiba Satellite a few months previously, as the Windows 10 and Cortana me was locked out of my own computer halfway through trying to book a flight for the next day. It was easier and faster to get another computer with Windows 7, that to try to recover the entrance of my Toshiba and all data I have stored there in it. I can't yet find the courage and time to deal with 10 Windows, as the incident had left me totally stressed. It is also why I had neglected to check in what language was the laptop replacement, I have an urgent need in time. Now I have one that works with Windows 10 which thus sits idle for more than 4 months because it does not recognize my security password and the second with the familiar and comfortable Windows 7, but who speaks only of Dutch!

Ideally, when you install a language pack or choose a language other than your system language, most of the functionality is displayed in the language updated the. However, there are some system settings that might still appear in the base language. In this case, that we might need to install the new operating system to choose the desired language. From now on, I suggest you to verify that you have followed the steps exactly as detailed below to select the English language (make sure that the keyboard settings and input methods can also be programmed for the English language pack).

a. Click Start, control panel to type in the search bar, then click on this Panel.

b. open the language.

c. click Add a language and then select the language you want (example: English) and click Open.

d. now, select a language (example: English (United States).)

Note: Once you are done with the desired language setting, restart the computer and check.
