  Looks like it is a problem. If you quit all applications adobe and then open the activity monitor, you will see there are still processes of Adobe. It must end these processes and then relaunch the application. It should work.

  First, close your office cc application.

  then, rename the opm.db file by:

  Navigate to the OOBE folder.

  Windows: [system drive]: \Users\ [user name] \AppData\Local\Adobe\OOBE

  Mac OS: /users/folder/Library/Application Support / Adobe / OOBE

  and rename the file opm.db in opm_old.db, for example

  Finally, launch your cc desktop application.

  Not as far as I can tell, but with a subscription of cloud you can always download Edge animate when you have a connection available and later use it without connection.
