Configurator 2.2 download apps again EACH TIME

I have three old iPhones I want to give my kids to use.  I'm trying to monitor them via Apple Configurator 2 so that I can easily deploy/manage/restrict the devices.  I created a profile and a plan of action and I prepared and put them all in supervised mode.  My problem is that whenever I have implement the plan of action to a device of the Configurator on my Mac app DOWNLOAD again all the apps from iTunes (even if I downloaded it using the Configurator on the same device and I downloaded them to another device).

This happens if I never applied an action plan to the camera before AND it happens if I re - implement the plan of action.  This means that for each device, I have to sit and wait for hours while it downloads the same apps for each device, again, whenever I have implement a plan of action.  I also have these applications downloaded via iTunes and they are located in the folder "Mobile Applications" and so, essentially, all the applications I want to installed devices of my children are saved on my Mac in TWICE.  Am I missing something?  Is this a bug?  Or is it so (gasp!) it is supposed to work?  I don't understand the purpose of download the same applications several times.

Someone tell me (please!) that I'm missing something in the way I use the Configurator!

I don't know if it's important or not, but after doing some poking around, I discovered that I don't have the ' ~ / Library/Containers/com.apple.configurator ' file as mentioned in this Apple support document.

I don't have that:

~/Library/containers/com. Apple.Configurator.UI

~/Library/containers/com. Apple.Configurator.XPC.AirTrafficService/

~/Library/containers/com. Apple.Configurator.XPC.DeviceService/

~/Library/containers/com. Apple.Configurator.XPC.InternetService/

~/Library/containers/com. Apple.Configurator.XPC.MigrationService/

~/Library/containers/com. Apple.Configurator.XPC.SmartHubService/

Is there a chance that Configurator has not installed correctly when I downloaded it from the Mac App Store?
