  Thank you for your update on the issue.

  Since you have already done SFC scan, I suggest you perform a repair installation (upgrade Inplace). There seems to be some corruption of system files and the repair facility should be able to fix them.

I even tried to delete the partitions and create a partition empty for windows so it can create and format on its own and start using EFI.   2 restart the computer. To do this, click Start, click the arrow next to the lock button, and then click restart.
  Note: If you cannot restart the computer by using this method, use the power button to turn off the computer. Then, turn the computer back on.

  3. set your preferred language and then click Next.
