Could not stop or start the DB

Hello Experts,
I have stutdown the oracle instance, finish the process before I got out of the command line. After that if I try to connect to the Database, I get the following error. Please help me.

Try restarting the service db in respect of services.
And then if db does not automatically make
sqlplus "virtue sysdba".
startup

    If it was me I would uninstall McAfee, it is not highly recommended by someone I know.

    Once it is removed, try a free antivirus, I use MSE, but you have to read the instructions first!

    Check if the problem persists in safe mode and after return with the result.

    I just receive my MBA a few weeks ago to Apple and noticed my Razor mouse worked only with BluTooth but not when it is plugged into a usb port.  Other mouse usb and external drives readers work well.  Razor support told me the plug-and-play subsystem has screwed up, and errors have been associated with Automator.

    I have only a local account and I have not linked to the iCloud account.

    I don't want to reinstall my laptop because I have 300 GB of data on it, as well as some programs that I installed.

    I think that a package is not properly installed or missing, but my OSX knowledge is poor, because I have just started using a Mac!

    It would help if you could answer these questions.

    -What version of Windows is installed on the computer?
    -What antivirus software do you have on the computer?
    -When you get this error? It is when the computer starts for the first time?

    Here are a few troubleshooting steps that you can try to get the matter sorted.

    First of all, if you have Mcafee AntiVirus installed on the computer, turn it off for awhile and see if the error. McUICnt.exe is a file that is

    used by Mcafee and could be the reason for the error.
    Note: Antivirus should be reactivated when you have completed troubleshooting. Computer with antivirus off is: exposed to the virus.

    If Mcafee is not the cause, then try to do a scan complete antivirus on the computer in safe mode with networking using the Microsoft Safety Scanner

    Make sure that the computer is virus-free.

    You can either try the system restore before installing corrupt of IE8 has taken place or you can try to copy / to register theurlmon.dll in doing so:

    Click the Windows key + R key on your keyboard to open the command run and type:

    regsvr32 urlmon.dll click [Ok ] or press [Enter ] on your keyboard. Reboot and see if you can see the desktop.

    If you have still questions try clicking on the Windows of your keyboard key and open the start menu, click onall programs > Accessories > system tools > System Restore.

    If it is of no use and that you use the disk imaging software and then uninstall it or go to start/run type msconfig press enter and edit startup.

    I have a good amount of information which I hope will be your answer useful lol.
    For starters, what Anti Virus do you use, the "netsh.exe" has been know to be infected by the virus and be put in a folder by some anti-virus. So I would check that out in your antivirus, I had this info at the following link:

    Also because it's a common thing for there to be lack of pop - ups after a system file is infected, and removed from the infection, I would review the last link below it. It was created about other missing files, but the situation applies to you:
