Creative clouds cannot, see, my apps Lr and Ps one year plan. The tests are and. I tray to log out, log in. Uninstall and reinstall, I used tool cleaner and nothing. Help, please. Or how can I contact Adobe in this case

How can I change my creative cloud to a CC Plan Student plan?

I have trouble finding a way to pass the plan of photography with photoshop and lightroom paid monthly $9.99 to the creative cloud for education - all apps for $19.99. When I go to the plans that the $19.99 option does not appear, only a $53.10 option is even if I am a student. I tried to download the trial version of the cloud creative to try it before you buy the plan of the student. However, when I select the Panel app the message "Impossible to get on the adobe servers, please check connectivity internet, Firewall setting and try again" and then a small box orange appear low says 'impossible to join the adobe servers '.
I tried everything the internet told me to do and still no joy. Can someone help me please? I'm getting super frustrated with it!
I don't know if it means anything, but I tried the advance troubleshooting setting where it gives you links to see if you can log in to the adobe activation servers. With the connection to the license, I get a web page that says that 'lm.licenses.adobe.com refuses to connect 'Thank you

Creative cloud mode works with plan test
I was given access to the creative cloud for 1 year under my tuition and I bought my code but all programs still work in test mode. Ive looked under Manage account and where it says plans and products ' Creative Cloud student and teacher edition (one year) "appears. is not active or something? ive tried signing in and out, as well as to change the name of the file to support the application, such as recommended, but nothing has worked. tests are all key to an end soon so I want to understand.
