  The best way would be to run the tool IdcAnalyzer that will create batchscript with all that links broken content and once you run (part of the content could remove) and it's good since you have AAU who isn't in good condition still. Once after that execution of the resulting batchscript of IdcAnalyzer your UCM instance would be in better condition and usable.

  Let me see if I understand:
  The content is in A workflow.
  Exception occurs that content goes to another workflow alias (if any) assigned to 'exception '.
  Now, you want members of the alias of the exception to determine where the content should really go and reroute it to this workflow.
  Is this fair?

  There are a number of ways to do that, but here a use under workflows and jumps.

  If so, you should do the following
  Step = 1 workflow... step N-of exception, final, exit

  The entry step exception event check for the custom metadata field value. If present, stay in step, if absent or set to some automatic default, skip the step of the exception and proceed to the final step.

  Audit event exception step update for a custom metadata field value indicating what exception resolution workflow, the content should come.
  Having a jump set for each workflow exception resolution and a back stage, which is the final step in the Workflow to (returning last step is optional).

  The idea is that your exception handlers (alias exception members take a look at the content, to understand what workflow is required, select the workflow in a list of option of metadata that appears only if the doc is in the workflow (this with profiles), and the 'assign' effectively to users in this particular exception resolution workflow.

  You really do want to be change in the middle of a workflow security groups as it breaks the paradigm of the security of the document.
