    Try going to settings/iCloud and stop synchronization of Photos. Just to be safe, go to settings/Photo and camera and make sure that the synchronization stops there. Now you should be able to remove the pictures from the phone.

    They are included when iCloud library is off and excluded when the iCloud library is turned on.  You can see the option to include or exclude in the settings manually > iCloud > storage > Manage Store > iPhone > look down.

Your photos and your videos are stored and organized in the Photos app, on your computer and on your iDevices. iCloud library is how they are synchronized between all of your devices. This includes your albums. If you don't see any albums on your iPad, maybe not looking in the right place? One caveat is that you have nested folders.

    You can disable iCPL on your iPad and then return to using iTunes to sync photos, but like I said, you should see your albums with iCPL.

    No, you can not use iCloud with iPhoto and Photos at the same time on the same computer.  Photo library only at a time can synchronize with iCloud (My Photo Stream, shared Albums, iCloud, library).  If you enable iCloud for a Photo library, it will be disabled for the previous library.
