If I disable iCloud photo library, my photos always get included in my General iPhone backups?

I don't want to use iCloud photo library at all so I turned it off.

The photos that I now keep stored locally on my phone always get included in backups of General phone? Or they are excluded?

They are included when iCloud library is off and excluded when the iCloud library is turned on.  You can see the option to include or exclude in the settings manually > iCloud > storage > Manage Store > iPhone > look down.

    Try going to settings/iCloud and stop synchronization of Photos. Just to be safe, go to settings/Photo and camera and make sure that the synchronization stops there. Now you should be able to remove the pictures from the phone.

    With iCloud library enabled, you cannot delete a photo on a device (or iCloud.com) without deleting each device which uses iCloud photo library (iCloud.com).
