  Two things to try...

  Check services are being run/set for automatic
  1) press the Windows key and R to open a dialog box to run

  (2) type services.msc and press ENTER.

  (3) do scroll down to 'Task Scheduler' and make sure that it is "started" and set to start automatically - right-click and choose Properties to change this, if it is not set.

  Try to run defrag again and see what happens. If it does not, or you find, keep it stop

  Run the System File Checker
  (1) search for cmd in the start menu.

  (2) right click the command prompt box and choose "Run as Administrator" at the bottom of the screen.

  (3) in the type sfc/scannow in cmd window

  This runs the System File Checker that checks all the problems with the Windows system files. It may take a long time to run.
