  Error 403 sometimes arises with the creative cloud, but Captivate is no desktop app not part of the CC. I would hazard a guess that there is a problem with the Download Manager. Just to be sure, if you don't have it already done, try to send the form using the latest version of another browser like Firefox or edge. Make sure you have a stable connection to internet (ideally by cable) and temporarily disable any firewall/anti-virus security.
