Downloaded 11 Photoshop on Mac - impossible to open, can I uninstall/reinstall - Help!

About 6 months ago, I downloaded Adobe Photoshop Elements.  I think that I messed up early maybe, I recorded something in the wrong place.  I tried to make a shortcut on my desktop, but it did not somehow, so I was going through the Organizer to open the edit, because whenever I click on the shortcut I get this error message: "among application components are missing from the Application directory, please reinstall the application.

Today, I was fiddling around with things on my computer and tried to make a shortcut again find the "Adobe" file in the Finder and drag it to the desktop.  That didn't work... He disappeared from the Finder and I can't open the Edit from the Organizer-Needless to say that the shortcut that I tried to do didn't work.  I get the same error message.  So, I'm sure I know the answer to that, but I'd like some opinions.  Should I completely uninstall and reinstall?  I can because I downloaded it on the site?

It seems that the installation was not correct. Please uninstall the existing version, re-download the software and reinstall.

But make sure you follow the steps mentioned on the page before you start the download.
