  I can't think it would.  Now, Microsoft made an improved photo viewer called Windows Photo Gallery (download from here for Windows 7 +) which allows you to drag thumbnails of photo autour in folders, but it looks and works almost identical to just open the folder directly in the first place, so I don't know if that really gets you what you want.

  You can also right click an image in the photo viewer, to options like cut and paste to a folder target.
