  The file you are talking about is a Windows command (or batch) script file. All your questions that are and are not really tied to consistency.

  CDATA = (originally), the character data, it is normally the javascript also files away than go to web pages.

  There is no need to use it with the css files, and it is intended for javascript code that is included in the page html (not links to the code). The idea is that in order for xhtml validate correctly, there should be no other type of 'code' in the page html (javascript and css) and using the section CDATA is the equivalent of a comment, but because it is recognized by most of the browser as the 'exploitation' for javascript (jscript included for IE), the browser knows to treat the content in code.

  Another reason is that many javascript now contains html to ajax and dhtml tags, and without cdata, it is possible (never happened, to my knowledge, but!), that the elements of HTML that will be rendered by the browser.

  It was probably as useful as everything you read, but it's the best I can do.
