  Starting with Windows Vista and Windows 7, Microsoft Anna is the default voice in the Narrator.

  Microsoft Anna is a voice SAPI (Speech Application Programming Interface) of 5 only. However compatible with SAPI 5 voice version TTS (text-to-speech) engines are available from third parties.

  Depending on what you mean by "voice command", either:

  Settings / general / accessibility / VoiceOver / OFF, or

  Settings / Siri / OFF

  As for your use of the battery, you can check what app pulls most of its use in the settings / battery.  A new version of the app is sometimes problematic, not necessarily iOS or iPhone.  If you see a unusual % of use of a particular application, or force-to leave it removal/reinstalling it or remove it until an update comes.  If anything seems unusual, it might be a problematic installation of iOS, in which case, you could backup your iPhone and restore it:

  You can turn off the microphone amplifier, and then try to save and check if the problem persists.

  a. Click Start. Open Control Panel > sounds and audio devices.

  b. in the voice tab > click Advanced under voice recording.

  c. uncheck the option for microphone amp.

  d. click apply > OK.

  Follow the steps below to disable text to speech in Windows Vista.

  (a) go to the section on your main screen where you see the time displayed.

  (c) "left click on"the small arrow in a circle - this will expand the list to display small icons, drip slowly mouse over the bar of 'system' in order to launch a pop - up of each icon, once you reach the icon that says something like "text to speech tool","make a clique right".

  (d) a pop-up list appears showing what options are available - option whatever go to "Properties" or "settings", "click on" this element gives.

  (e) a new Panel will appear - in select here the article that says something like "launch on startup", it should have a box next to it, that will be ticked or marked in some way - "click" this element so that it seems to be clear and followed by the button "apply" "click" the button "OK" - which should solve your problem.
