  Check for working offline and see if it will delete, or else create a new Outbox and sent items folder.

  Follow these steps for the Outbox, sent items after you move the messages you want to save to a local folder that you create. Just don't touch the problem message so OE will not freeze.

  Tools | Options | Maintenance | Store folder will reveal the location of your Outlook Express files. Note the location and navigate on it in Explorer Windows or, copy and paste in start | Run.

  In Windows XP, Win2K & Win2K3 the OE user files (DBX and WAB) are by default marked as hidden. To view these files in Windows Explorer, you must enable Show hidden files and folders under start | Control Panel | Folder Options icon | Opinion, or in Windows Explorer.   With OE closed, find the Outbox.dbx and Sent Items.dbx file and remove them. New files will be created automatically when you open OE.

On the investigation, I found that the file contained thousands of files for anti-spam (ca. 6 GB). These fact files does not appear in outlook express in the anti-spam file but only appear in the backup download. It is probably an accumulation of messages anti-spam for 6 years.

  According to Bruce, EO4 served in Win95 and Win98.  The steps you describe in this article concern OE6, then maybe that's what you mean.

  There is no 'anti-spam' files in OE, according to Bruce, and so if you have 6 gigabytes, then it is likely those are the dbx files that contain messages.  See www.oehelp.com/OETips.aspx#6 for OE data backup.  If you use some kind of anti-spam with OE program, then see point 3 on this page, contact the anti-spam software provider and ask them to explain it.

  OE does not have the capacity to tell you where the folder is located in the folder hierarchy.  You can select different trees under local folders to find what subfolder is and what kind of tree it is under.  Unless folders.dbx is corrupted (which happens a bit), then OE will not create folders for you.  If folders.dbx is corrupt or not, I would suggest that you backup the files and the registry (see www.oehelp.com/OETips.aspx#6) before things become corrupt, because you seem to have a complex organization from your e-mail folders.

  My server contacted me and told me to check my spam using their webmail account, because it was full.  It seems that when I used the rules of the mail I had clicked on delete from the server, just "do not download".  My spam folder was so full that I couldn't receive.   I guess that you don't like my advice after using OE for 12 years, but if you have no copies of your files dbx bak in the trash, then:

  DBXpress run in extract disc Mode has the best chance to recover messages.

  There is no other tool that can extract messages from a dbx file that was a clean rag.

  You are compacting via the guest? Try it manually. There is a bug in SP3 that you should have installed years ago which makes the compaction via the quickie on Folders.dbx. You can see what folder it crashes on simply by moving this dialog box from the road entering the blue banner at the top.

  Compaction hangs on Folders.dbx after installation of the SP3 for XP:

  It is a known problem and will never be solved. As a result, compact your folders manually. The counter will be reset, and a compact manual won't hang it.

  In regards to your problem may be related:

  Outlook Express does not work under Vista and Outlook is a totally different program, so that the problem is not related and not even on the same machine.

  System Restore will not help, and the browser you use is irrelevant.

  Spend most of your messages out of the Inbox if you can and move the messages you want to record off deleted items, and sent items. Locate the OE message store and then close OE.

  I have a lot of emails in Windows XP Outlook Express I want to keep it there.  How to stop this message about compacting my files?  I do not wish to do so and to stop the message.

  If you are talking about a message that says:

  To free up disk space, Outlook Express can compact messages. This can take up to a few minutes.

  Automatic compaction of Outlook Express files was introduced in Service Pack 2.

  If you are using Windows XP, there is a registry value called:

  Compact Check Count

  It is located in the registry for a key that looks like this:

  \Software\Microsoft\Outlook Express\5.0 HKCU\Identities\ {51909A0B-63EE-4EB3-A9A2-7CFA23C1ADCF}

  Whenever you leave OE (not when you open it), the value of the counter increases by an increment.  When the value of the counter gets to 101, the next time you close OE asked you to compress messages.

  There are two things that will increase the value of the counter.

  Exit from Outlook Express will increase the value of the counter.

  If you have Windows Desktop Search installed, it will increase the counter every time it turns that is usually at each reboot.  If you use Outlook Express, and Windows Desktop Search, the counter will be increased more frequently — whenever you close Outlook Express and whenever Windows Desktop Search launches when you restart.

  Even if you are not using Outlook Express and only using Windows Desktop Search, which will further increase the count, so when the counter gets to 100, Windows Desktop Search will prompt you to compress messages during the next reboot.  This is because Windows Desktop Search is configured by default to search for the Outlook Express database if you are using Outlook Express or not.

  No matter how the counter is increased, if you use at least one of these two, eventually you will see this message appear sooner or later.  But you can stop it when you understand.

  You can compress data when prompted (which resets the counter to 0).

  You can change the registry and reset the counter to hand to buy some time until you see the message again.

  If you do not use Outlook Express and only using Windows Desktop Search you can tell Windows Desktop Search to never watch the Outlook Express database (or uninstall the Windows Desktop Search if you do not use).

  Following the best practices for using Outlook Express will prevent you from seeing the message in the first place.  If you see the message that you might want to reconsider how you use Outlook Express and the risks of data store corruption of occasional or misuse (risk behaviours).

  Using Outlook Express or Windows Desktop Search at the same time most people are satisfied to just remove the indexing Option in Windows Desktop Search and keep the meter that is built into Outlook Express so that they will remind to compact the database from time to time.  If you had to sort of do not maintain your Outlook Express files, it would be risky for your messages.

  To remove the Option of Windows Desktop Search index to the database of Outlook Express follow these steps:

  Click Start, settings, Control Panel, Indexing Options, change, clear the box Outlook Express, OK, OK, to save the settings and reboot the system so that the changes will be effective.

I called norton and they have made a few tests, including disabling the anti virus software and the problem is still there.   If your ISP is also your email provider, they lie to you or the person to whom you spoke was just ignorant...  The error message is a mistake from their server server-side.  There may be no doubt of that.  It seems to indicate that they do not allow more than 200 messages, but the error is rather ambiguous it is impossible to determine what line the error refers and what period of time the limit extends.

  Moreover, the original forum where you posted was on Outlook, not Outlook Express.  I moved your post to the correct forum.

Now, you will get a prompt to compact after 100 closures of OE, you need to do, and do not touch anything until it's finished.   Do not archive mail in default OE folders. It will eventually become corrupt and you may lose mail. Create your own folders defined by the user for mail storage and move your mail to them. Empty the deleted items folder regularly. Keep user created folders under 300 MB, and also empty as is possible to default folders.
