English language on Chinese Windows 7 Ultimate

I live in China. I bought and installed Windows 7 Ultimate so that I could use English on my new Dell desktop computer. I downloaded English language pack and went through the steps to change the language. I even restarted my computer, but the language appear is still Chinese. What could I have done wrong and what I can do to solve this problem. I can't read Chinese so detailed solution is needed. I don't think I got error messages, but if I did I can't read them. Thank you.

Thanks for your reply. I had problems to install the English language pack because all orders are in Chinese. I came across the right order to get installed and now everything is in English, including the operating system. This version that I bought at Best Buy in Shanghai can be for Chinese but it seems that the software of OS in actually in English.

Because I live in China, I found it impossible to buy its full license in Microsoft software in English.

    Thank you.  I had already done all that.  In fact, several times.  However, I repeated again and then rebooted the computer and repeated once again.  This time, Windows Update found more than updated.  After that, he continued to find updates whenever I want to install some and reboot until it finds another 49 updates more.  These updates included language packs.

    I get error 0 x 80070052 when I try to install a language pack on Windows 7 Ultimate. I get the same error with different language packs. I get the same error that I go through Windows Update or download the Setup file manually.

    Thank you for pointing me finger the CBS.log André. I solved my problem.

    It turns out that Windows had a problem unpacking the language pack; He could not create the necessary file in my TEMP folder. I had too much RAM on this system, so I thought it would be a good idea to do a virtual disk stripe and place my temp folder. I got a 4 GB RAM drive using the FAT32 partition. I still don't understand why the decompression operation failed, but everything worked after I changed the TEMP environment variable to my BONE NTFS partition. Watching the decompressed content, it seems that there are thousands of files and thousands of directories for the language pack so that may have contributed to the failure.

    So if I am mistaken about the meaning of this parameter, all programs supporting unicode will not be affected, but this setting allows programs no unicode you run too, all in one language at a time.
