  I reformatted my hard drive and reinstalled all my software. However when I install Photoshop Elements 10 and try to start the program I get an error message of "Error_213:5".  I saw patches of permission on the PCD folder and applied 'Apply to the elements included', this has not fixed the problem. Reset the clock, still no joy. "Do you have Adobe cat & they naturally led me to this" support portal. "It's the only computer, in that this program has been installed.
