repair bits ive tried I tried updating clean when I try to turn it on it runs then stops immediately

Try the following options to start this service and tell me if this solves the problem for you.
After starting your system in a clean boot, follow these steps.
To verify that BITS is correctly configured and then start BITS, follow these steps:
- Click on start ORB, in type line of research services, click it in the list programs.
- Click the Background Intelligent Transfer Service service of the window.
- Right-click on Background Intelligent Transfer service, and then select Properties.
- In the startup type field, use the drop down menu to select manual and then click on apply.
- Click the connection tab and verify that the service is enabled in every hardware profile is listed. If the service is disabled in one or more hardware profiles, click the hardware profile, click Enable, and then click on apply.
- Click the general tab, and then click Start.
If BITS starts successfully, visit the Windows Update Web site or the Microsoft Update Web site for updates. If you get the updates successfully, follow steps 1-3 again. However, in step 3, click Automatic rather than manual.
