  Lightning effect using the GPU.  Check that it is enabled in preferences > performance and if so, click on the Advanced button and try a drawing of basic or Normal Mode. Restart Photoshop.

  Additionally, make sure that the graphics card drivers should be up to date.

  Please make sure that you work in 8 bits/channel and RGB mode. (Under Image > Mode > Select RGB and 8-bit per channel) lightning effects only works in this mode.

  Also in preferences > Performance > "Use Graphics Processor" must be checked.

  The effects of light feature depends on your GPU and your display driver, which apparently are not up to the task.

  Check with Toshiba to see if they have released an updated display driver that solves the problem.  Updates to display driver fix many problems.

  Laptops generally require display drivers integrated by their manufacturers, so unfortunately you can't normally be nVidia.com, ATI.com or Intel.com for these drivers.  There is a downside to trying to use Photoshop on a laptop.

  Lighting effects is available only in 32-bit mode.

  You can see which mode you're going on Image > Mode > 32 bits/channel

  I am trying to use lighting effects and experiences a problem.

  I used on a visible layer of timbre and used it to simply add a little extra light to the image. It was working perfectly, but I had to remove it in order to sort something else out there. When I tried to create the same effect he added is lighter to the existing image, it became the only light and blacked out the rest of the image and became more like an incredibly strong, instead of adding just a bit of light vignette.
