FM10/Acrobat Pro 9 not to honor the joboptions

We have recently started the transition from FrameMaker 9 to 10 and held at Acrobat 9 Pro Extended rather than move to Acrobat X. On the surface, save to PDF works fine, however, we need to specify a custom .joboptions file to distill to PDF version 1.4 (Acrobat 4.x) compatibility because a lot of our customers use very old versions of AcroRead.

Last weekend, one of our writers has noticed that FM10 Save As PDF with Distiller 9 PDF Version 1.6 (Acrobat 7.x) files. I've beaten my head against this whole week without result: if I produce PDFS from FM9 with Save as PDF, I get v1.4 PDF; If I use a FM10, I get v1.6. I can print from FM10 on the Adobe PDF printer and get v1.3; I can drag a PostScript of FM10 file in Distiller and get PDF v1.3. I can even retrieve the .tps file produced by FM10 save to PDF and get PDF v1.3 by running it through Distiller 9... . In one experiment, I've specified a given as "always stir" font in the .joboptions, and it was not shipped.  The .joboptions just seems to be ignored for some reason any.

I tried to remove the instance of Adobe PDF printer and do a "repair" of Acrobat 9, does not.

Anyone know if something changes between FM9 and 10? It seems fair that something different happens under the covers which prevents distill them to honor our .joboptions file. The only theory I have left is that the FM10 has some hardcoded substitute in its call to distill...

Bingo!

Replace AdobeFrameMaker10\fminit\fmpdfreflow.dll with the version of FrameMaker 9 makes the problem disappears.  I don't know yet what other problems this might cause well...
