  Thanks for posting on the Microsoft answers Forum.  I could use a little clarification on your question.  Can you explain the situation in a bit more detail?  What I read, is that when you click the icon for your antivirus it basically does nothing (POP maybe a splash screen but then does not start).  Well, you say you are doing a clean boot.  This could very well be why your antivirus software does not work properly.  Clean boot disable start programs.  If your antivirus has need of one of the elements that has been turned off, which could cause the problem.  I suggest to turn off boot or go through msconfig and find everything that is related to your antivirus and turn them back on.   Looks like you worked in the desktop application in the history of offline through your PC at home.

  You can check by logging into the desktop app from your home PC and checking if the word "offline" appears after the name of your account at the top right of the story.

  If that's true then please switch to online mode.
