  I just did this to remove an old phone number - Hotmail - right superior Options - more options.
  On the left view - Hotmail - Options under Account - Details of the account - the account - security management

  Also don't tell me that the error means "Mail rejected by Windows Live Hotmail for policy reasons. Reasons for rejection may be related to content with features of spam or IP/domain reputation.
