Dear God. I can't believe how much a long time ago, I asked this question. Over 2 years later I see something in my Inbox (right now). Honestly, I know more ask this question.
And more now, I would say try the upgrade to Windows 2000 if you happen to have a product key. Then go to Windows XP. If not, is it possible to restore Windows 98 updates? Perhaps the latest edition of Service causes a conflict with the upgrade. You be left with a clean cloth. I'm curious, that you still have a machine running Windows 98? What is the material/specs on this platform? I can't believe anyone is still out there running old technology like this to use out of it. -

Usually with the code 646 error, if you download the update and install it manually that will fix the problem.

Is there a difference between Windows XP Service Pack 2 and Windows XP Embedded Service Pack 2?

Relax and breathe.
FIRST: Uninstall IE8 and IE7 if they are installed. Back to all the way back to IE6. You want other patches before you get those. Reboot after doing this.
You are not the first to ask questions about how to upgrade a clean Windows XP - not even installation in the last week. In fact, I will just cut and paste my answer here... here:
Get SP2 (manually) and save it to your desktop. (There's a link here.) [You are a COMPUTER professional for now.]
Install it.
Then restart at least a couple of times for a few minutes between each restart.
Get SP3 (manually) and save it to your desktop. (There's a link here.) [You are a COMPUTER professional for now.]

Download at least Internet Explorer 7 (if it is not Internet Explorer 8).

I have Windows XP and try to use the regional and Language Options to 'Install files for the languages of Eastern aZion.' However, I said that I need the CD of Windows XP Professional Service Pack 2. It gave me this computer and do NOT have the CD. I also read that "Windows XP Professional Service Pack 2 CD" is not good and I need Windows XP Professional Service Pack 3. I need advice, I need to buy Pack 3 oou should I download it? I'm really confused.
