  The good news is, since you have find my iPhone, they will not be able to reuse the phone even if they are trying to restore. Unless they know your password, or you have a valid proof of purchase AGFI won't be deleted.

  Find my iPhone requires some form of data connection to the internet to send the details to the Apple servers. There is nothing you can do edit that and unfortunately, if the device is turned off or has the wifi and cellular data off, it won't communicate with Apple.

  iCloud find my iPhone feature locks a device for the Apple ID, so thieves can reuse. If someone tries to erase or use iTunes to reinstall iOS it be asked your password Apple ID but they could erase your data in the process of installing iOS.   I'm sorry to hear that you lost your iPhone 3 months ago.  Did you put your iPhone into lost Mode when you discovered that it was missing?  If you did not lose in mode or remotely wipe your device at the moment where you lost, the aircraft may have been compromised and features not available to you 3 months later.   If you have not already done so, you should report the device as lost or stolen.

  This site explains the steps on how you can try to find your iPhone. Apple has no way to do it for you other than what is explained. You seem familiar with this utility already, but just to reassure you, it is the only medium in which you can track your iPhone. If it has been removed, so there is no other way. I suggest that you contact your local law enforcement to file a report for your lost device. They only want your S/N so that they can identify it is yours if happen them to find.

  Sending / receiving emails is very probably not relevant to why the iPhone was not located.  More likely is that the iPhone was off, or location services have been disabled to find my iPhone.
