How can I access/use the files/folders located in another user account?

I got a new pc that I used the easy transfer of files to transfer everything over XP to Windows 7, but there are records in the user account I need to be able to use the user account administrator, how to transfer these files via? or do I need to set permissions or privileges to be able to see them? or can I remove this particular user account and keep files and folders on this subject? Can someone please help

When you log on as an administrator account, then you are allowed to access any folder and open or move any file.
