  I am attaching a file (below) that is another way to get the effect you're after, hope, you can follow my instructions, the effects are at the base, but you can customize the attributes to your own style of years requirements.

  I work with Illustrator CS5.1 and I guess that you know your way around the base of the Illustrator

  Use an inner glow as a layer Style and change the blending mode that darkens as Multiple, or color + etc.. Inner glow retraces all the edges, while the inner shadow does that on both sides. This allows the less not destructive in order to adjust and test to your final result.

  The text I believe is a simple style using bevel and Emboss. A sample of what I think they did is attached. I used black Ariel for the police.

  It would seem that the installer is corrupted. I recommend trying to use the Windows Installer Cleanup utility to force - to remove the application. Try this:
  1. go to: http://support.microsoft.com/kb/290301
  2. click on the download link in the middle of the page
  3. save the file to your desktop or just click Run the installation of the application
  4. once the application is installed, open the utility. The utility must be located in the menu START under (START > programs > Windows Installer...)
  5. in the utility, find the application you want to uninstall, and then click the button 'delete' below
  6. once removed, restart the computer and see if you can reinstall the application

  Recently I made our family Christmas card and I want to achieve an effect of snowflake in Photoshop, as you can see in the image below.

  The smaller 'grain' or points, up snowballs. I have a dark blue background, the pretty similair one in the photo.

  A small pixel can be done by creating a white layer of solid color and affecting diffuse Blend Mode, then reduce the opacity and top up if necessary.

  (For large intermediaries could convert the smart object layer, the value Normal Blend Mode and resize it to the top.)

  Larger, you can create woth a round brush tip set accordingly (and the layer Style bevel and Emboss).

  This city offers is the right idea, but you must also disable deep linking. So here's how I'd do:
