  Thank you. I placed the folder on my desktop and then changed the icon. Then I moved the icon (which did NOT show the new icon - just a file photo), to the quick launch.   Just to add to the response of cor - el, in my case (identical) was specifically the complement DivX HiQ, worm 2.1.0.900. As soon as I turned it off, the tabs started to behave normally again.
