How can I connect the nokia N9 my surface?

Please someone tell me, how can I connect my Nokia N9 my Surface RT? seems it is blutooth is not working well.

Also I don't know if I can share internet with my N9 with surface RT?

If it doesn't matter what Nokia PC Suite for Surface RT?
