  It's very strange. All newer Toshiba units have this option. The FN key should be taken down while you press F9. Check please the mouse properties. You'll find tab TOUCHPAD on / off.

  Luke is right. If your laptop is installed correctly and that you can use the FN keys you can turn off the touchpad by using the FN + F9 key combination.
  Check it please small symbol placed on the F9 key.
