What do you mean that you can not read the monitor? Is the black screen or it seems weird when you start the operating system? And why do you need command prompt to reinstall an operating system?

You need not be inside an operating system to reinstall.

1. Insert the installation disc and turn on your computer
2 watch it down or up for orders of F access the BIOS (usually F2) or the Startup Manager (usually F12)
3 power on the system again, then press the button once Startup Manager as a couple at the time wherever you turn on the computer.
4. Select the CD/DVD drive as the boot device
5. a screen will come in saying to press a key to boot from CD (so press a key) and the installation will begin.

If you don't have a Boot Manager, then you must start in the BIOS or Setup and move the CD/DVD drive up to make the first boot device.
