  Thanks for the suggestions, but I tried to drag, import, shipment of PP and nothing seemed to work... However, this weekend I pointed out that I had an update for Premiere Pro and installed and guess what... Problem solved.

  Sorry to inform you, but it is highly unlikely that you will be able to get that work natively in Windows 7.  At best, you might be able to use XP Mode to run.  May need to find a replacement program.  Latest documents on the program was 10 years from Adobe themselves.  Before the release of XP.

  Try right-clicking on a photo (jpeg) file, click Open with. Glance for photoshop in the list. Then check always use this program to open this type of file. I'm not sure it's good that the exact wording. And then click OK.
