  You don't say which edition of Vista you are using.

  Vista Home Basic Edition does not have the "snipping tool".

  And by the way, I do not recommend to buy it. It's five versions

  Once completed, reinstall the 2015 of CC in Photoshop using the creative cloud desktop application.
