  This feature is not supported by Windows XP.

  However, you can use your favorite search engine to download any third-party software that could serve the purpose.

  Vista Home Basic Edition does not have the "snipping tool".

  It seems that you have found additional characters being introduced in your documents. Since you get them when you create a new Pages document, I suggest that you then create a new user account on your Mac and try it.   You can also try to test the problem in safe mode. Here is an article describing that-- try safe mode if your Mac does not start-up.
